Tea packaging service requested Netherlands

We are owners of 55 T special tea (fine and granule). We like to get them packed in small tea backs and packed in small boxes of 10 or 20 pieces Can you pack 55 tons of tea for us in small teabags and small packing, containing 20 pieces each? We also need assistance with design of label. The tea will be sold to the Netherlands and is from Iran, but momentarily in Hungary.
