Request for import frozen dough products Bulgaria

Can you pls tell if Turkish frozen dough products import to EC are free of import taxation based on ATR certificate.
I already mention the products - these are frozen dough bakery products made in Turkey and imported to EC are these products subject of import taxation into EC member countries is they carry an ATR certificate ?
