Plastic light weight cylinder

This is ... From ... company in Lebanon, I would like to know if you can construct my new item ,which is a 3inch diameter/ 5 inch length, plastic light weight cylinder. The cylinder should have a mechanism inside that uses a spring recoil system like a pull start lawnmower recoil, with a winding of a minimum 6 winds, it would allow the cylinder to rotate 6 rotations, then a clutch that would be able to react and kick out on a worm gear shaft and catch a stop,
