Oxygen filling equipments - import to Iraq

we have 2000 seamless steel oxygen filled (99.5%) purity cylinders, each 40 litres capacity, 150-200 bar tested. we wish to find us a system solution to transfer (fill) the oxygen of the above cylinders to two 02 cylinders of same capacity and make as above. please send us your solution advice together with quotation.
