Lease for Trailer Suction Hopper dredger to use in Pointe Noire port

We want to lease a Trailer Suction Hopper dredger to use it in Pointe Noire port (congo)and not in Turkey.
We have about 1 500 000 m3 sand in the depth of 17 meters in the Sea.
We want to suct the sand in 17 meters depth in the sea and take them and throw them for about 3 klm inside the sea.
