Kraft paper machinery

Dear Sir
We, ... are planning to produce 100,000 mt / year of Kraft paper for cement and utility paper bags project in Kingdom of Saudi Arabia.
We interested in following FULLY AUTO PRODUCTION LINE ON KEY TURN BASIS.
Please guide us which will be more beneficial to produce Kraft paper from pulp or wood keeping in mind that utility cost in KSA is very low( electricity and natural gas, fuel)
