inquery about fuel truck

We have a construction site in Uzbekistan and are looking for a fuel tank truck to use there.

As far as I know, the emission standard is more than 5 euros for use in Uzbekistan, is that correct?

The capacity is not large, and I am looking for a model under 5cbm , 5000L.
