Copper extraction plant to set up

we are planning to set up a copper extraction plant at reko diq. the ore contains chalcocite ( average 0.7% copper ) with feldspar & quartz. the proposed process is hydrometallurgy , with main following steps:
1. open pit mining.
2. agglomeration of the crushed ore with sulphuric acid / raffinate solution.
3. transportation of agglomerated ore to heap leach pad , using belt/grass hoppers.
4. stacking of the ore.
