enquiry for mini integrated steel plant

we need to buy and install a complete mini integrated steel plant /rolling mill with a capacity of 50000 ton per annum
the raw materials is all very clean scrap which is taken from large steel plant wase metal peices ( mild steel)
suggest to use 10 ton induction furnace with related casting machin for the billit
ingots making if feasable is also considere
